Representative Rebekah Warren Leads on Legislation to Promote Clean Energy

Last week on Earth Day (April 22), legislation to allow local units of goverment to make loans to home owners for energy efficiency and renewable energy projects passed the Michigan House of Representatives. Sponsored by Representative Rebekah Warren (D-Ann Arbor), this legislation would allow local units of governement, such as cities, to make loans to property owners for energy efficiency improvements or the installation of renewable energy systems (as defined in the bill). The loans would then be repaid through property taxes, rather than a traditional loan repayment plan. This bill allows homeowners to make improvements to their property and save money on energy costs while increasing property tax revenues for local units of government. In the current economic climate, this bill is a welcome innovation that will help local governments and home owning citizens.
