The farm bill is an omnibus package––that means when Members of Congress vote on this one piece of legislation\, it contains a wide range of programs that affect multiple policy issues. From nutrition assistance to crop subsidies to rural energy\, the farm bill is so massive that people often write it off as way too complicated and arcane\, and as a result\, shut it out of everyday policy discussions.
