HB 4027 and HB 4028 would weaken the Clean Energy Jobs Act (CEJA) and make it harder to site large-scale solar, wind, and energy storage facilities. By eliminating zoning exemptions that currently facilitate the deployment of clean energy projects, these bills would complicate the siting approval process, stall critical energy projects and undermine Michigan’s progress toward an affordable, clean, and more resilient energy future.Â
These bills would roll back Michigan’s brand new renewable energy siting laws before they have been tested – and return control entirely back to local governments. Doing so reopens the door for increased interference by NIMBY interests, and bad faith actors who have used misinformation to block clean energy projects. This fractured approach would make it nearly impossible to plan for land use, grid reliability, and infrastructure investments in a coordinated way, driving up energy costs for utilities and customers alike. Instead of advancing Michigan’s ability to meet growing energy demand with affordable, homegrown power, these bills risk locking us into an unreliable, expensive, and outdated system.Â
Michigan’s ability to expand clean energy infrastructure is vital to improving local air quality, community health, and critical climate goals. HB 4027 and 4028 bills threaten to hinder the state’s clean energy transition.
