Key Information

Michigan’s election system is currently among the strongest and most secure in the nation. This Michigan bill would create unconstitutional, unequal, and unfair access to voter registration and the ballot box. It would make voting harder for millions of eligible Michigan voters, restricting access to how voters cast their ballot and what type of office voters can cast their ballot for.  

It is already illegal to vote as a non-citizen, according to the U.S. Constitution. HB 4765 would disproportionately impact marginalized communities, making it harder to vote for people of color, people with disabilities, married women whose names have changed, and anyone without accessible citizenship documents.

By requiring all voters to show a birth certificate or proof of citizenship documents to register to vote, including passports and birth certificates that match the name on the person’s state ID, these “proof of citizenship” documents will unnecessarily cost Michigan voters time and money. Not having these documents would also classify voters as “Federal-only voters”, stripping away these voters’ ability to vote in local and state elections. As of 2025, Michigan has 7.3 million active registered voters. More than 2.2 million women in Michigan lack birth certificates that match their legal names, and over 60% of Michiganders, more than 5.8 million people, do not have a valid passport. 

HB 4765 is a blatant attack on our fundamental freedom to vote. Michigan LCV remains firmly opposed to voter suppression bills like HB 4765 because we believe that voters should choose their leaders, not the other way around.
